Juan Carlos Montoya Hernandez, a 43-year-old father of five, and another man are dead after they became trapped in basements in New York City during the flash flood on Thursday, Oct. 30. Investigations into both deaths are going.
Brooklyn and Manhattan were under a flash flood warning Thursday afternoon as heavy downpours fell across the city. Up to 4 inches of rain could fall in the area by late Friday, according to the National Weather Service, with gusting winds of up to 50 miles per hour possible in coastal areas of New York, New Jersey and Connecticut.
