Authorities say that on Thursday Justin R. Whipple, 38, jumped from the U.S. Route 67 bridge. He was arrested Monday in Rock Island.

According to the Orleans Parish Coroner, Kenneth Smith Jr. was identified as the teen who was shot and killed on St. Maurice and North Prieur on Monday night.
