An Oregon teen has been arrested in connection with an alleged mass shooting plot targeting the Three Rivers Mall in Kelso, in southwestern Washington, officials said.

Attorneys for Mickey Stines say the state of Kentucky botched grand jury proceedings against their client, who is accused of killing District Judge Kevin Mullins, according to a report.

The victim, 18-year-old Jose Luis Flores, was pumping gas at a Circle K when the suspect attempted to rob him and shot him several times, Flores' family said.
