陳國基在啟動禮致辭時說，特區政府2022年推出青年發展藍圖，致力培育青年成為愛國愛港、具備世界視野、抱負和正向思維的新一代，至今已制訂約250項具體行動和措施，青年節@HK為藍圖重點項目之一。
