A weaponized EMP, or electromagnetic pulse, comes from a high altitude nuclear detonation. There is no blast or radiation at ground level. Biology is not affected. What is impacted is electricity. An EMP produces damaging voltages. That means grid infrastructure first and foremost. It could also affect unprotected consumer electronics, radios, inverters, chargers, and possibly vehicles.
